The Hong Kong Government is a surprisingly agile and forward thinking organization when it comes to using technology to improve effectiveness and information flow to the population. Much of the driving force for this is the 'Efficiency Unit' which champions better ways of doing things accross all sectors of the government.

The efficiency unit's internal 'Public Sector Reform' website was designed to promote better practices and organization accross the 200,000 person organization.

The efficiency unit was behind several other projects I was involved in including the 'Target Based Management' MIS system, and a seperate application to monitor housing development in Hong Kong.
